Lie:
a.. tell an untruth; pretend with intent to deceive;
a.. a statement that deviates from or perverts the truth

He lied by definition. He did a typical lawyer dance around what the truth really is. That is lying!

AND, if he doesn't know or is mistaken, then he shouldn't be up there spouting off.

And, it isn't saying he said said something not backed up by anything in the bill. A lie is something done with intent to deceive and that is what is being done!

to stand by the President, right or wrong, is not only unpatriotic and
servile, but is morally treasonable to the American public." Theordore

I would have been less put off if he had yelled "you are wrong". It can be argued that the wording in the bill won't have the effect of eliminating illegals from coverage, and therefore he is mistaken. But to say he lied is accusing him of saying something not backed up by anything in the bill. There is wording in the bill so that accusation is false.
