You're contradicting yourself here. If a person wants to keep the vote private, than raising an issue with misrepresentation is the same as disclosing the vote. But remember, s/he is supposedly trying to *prevent* this. You're complicating the system (private votes) but add no safeguards. If votes are private, than I think ~90% confirmation of correct vote is required.
OTOH, if you don't require a voter to disclose his/her vote but it's enough to say "my vote was misrepresented" to discard the whole vote, then everyone can use this as a means of throwing away unfavorable outcome.
