The wiretaps are, briefly, of a percentage of ALL calls that have one end
outside of the US. The wiretaps CONTINUE if a voice or a word is detected
that might be of interest.
But calls are being sampled well outside of this. Calling your Aunt in
Canada? There is a non-insignificant chance that a portion of your call is
being recorded and analyzed. Many such samples are collected until
something interesting is found, a flag is raised, and the rest of the call
is recorded and analyzed. All without any warrant, just cause, etc.
Some say that the fouth amendment doesn't apply because the person they are
recording is outside of the US. It takes at least two parties to establish
a phone call. What about the domestic side of the call? Does't that
person, if they are a citizen, have 4th Amendment protection? Can this
whizbang government technology discern between a citizen and non-citizen
BEFORE it covertly starts listening?
IMHO, Nixon was caught committing a smalltime crime against a very narrow
group of people. Bush has been caught in espionage against the American
people, violating his sacred oath to uphold the Constitution, and should be
removed from office as a traitor (I felt the same thing about Clinton for
his own offenses... shame that this is so common now that we have to say "so
and so got away with it so it should be okay for this one too").
