It is a matter of who needs this. From the sixties to the eighties there were many people who did. There are plenty of people now who do.
All those folks self educating and seeking green lifestyles and self employment. Then there are all the inner city folks and others trying to break out of poverty. They either seek this out on their own or somone brings it to them using grants and donations. The real way to get a leg up is to become self employed or work with a community coop that creates cottage industries for income generation. As I said before there is hardly anything more fun than participating in a group brainstorming session with the intent of arriving at solutions, plans and projects for people to work on and be part of.
