Yes, white dutch-sometimes now called New Zealand clover-does reseed and is a perennial. However, I wouldn't ever call it a weed-even in zone 7. I don't try to control reseeding because I also use it as a living mulch. You could, of course, mow before flowering. As a cover crop, it is easily turned under and usually about one third of the plants survive to continue the living mulch. If you would like my entire lecture/rant on this beneficial plant, please contact off list because I will make everybody else crazy going on and on about it. Meantime, the Permaculture people have a few good science studies about how it does not reduce crop yields (as a living mulch) etc. In between rows, I think it's an ideal compromise...a sturdy legume that grows about 5 inches high, can be mowed or not and the seed is a lot cheaper than landscape fabric. I know of one disadvantage to white dutch clover....my few bee stings have come from walking barefoot in it .
