Yes, white dutch-sometimes now called New Zealand clover-does reseed and is a perennial.  However, I wouldn't ever call it a weed-even in zone 7.  I don't try to control reseeding because I also use it as a living mulch.  You could, of course, mow before flowering.  As a cover crop, it is easily turned under and usually about one third of the plants survive to continue the living mulch.
If you would like my entire lecture/rant on this beneficial plant, please contact off list because I will make everybody else crazy going on and on about it.  Meantime, the Permaculture people have a few good science studies about how it does not reduce crop yields (as a living mulch) etc.  In between rows, I think it's an ideal compromise...a sturdy legume that grows about 5 inches high, can be mowed or not and the seed is a lot cheaper than landscape fabric.  I know of one disadvantage to white dutch clover....my few bee stings have come from walking barefoot in it .

Thanks for the good suggestion -- does Dutch clover seed itself and thus become a weed?  How do you control seeding the walk path between rows?  Thanks, Tom (zone 7)

I have said before that the more stuff I can grow on black plastic the more I like gadening;
 
but we have still had the problem of the spaces between rows. So, now I am wondering if
 
anyone has tried a weed block fabric to cover between row covers. As in, lay black
 
plastic row covers and then come back through with weed block fabric 8 - 10 inches
 
wider than the space  so that it lapps onto the plactic,temporari;y  hold it in place with enough wire
 
"staples" and cover that with an inch or so of "pea stone" gravel to realy hold it in place?
 
 
Your thoughts and/or experience will be appreciated.
