The reason .pdf files are popular for downloads is that folks usually use an
Acrobat READER to read the file. The advantage for the web master is that
people can't alter the format of your documents, because most folks don't
have the full-blown version of Acrobat that includes an editor. It helps,
in a way, to protect the integrity of what you have written.

Html files are great for viewing on your site, but, if you download them,
you have to worry about downloading embedded and linked graphics and other
images as well. With .pdf files, you don't have to worry about that.

Also, with .doc files, people usually have to purchase proprietary software
(i.e., Micro$oft Word) to view the file. With .pdf files, people can
download Acrobat Reader for free.

I'm sure there are other reasons why .pdf files are preferred for
downloadable files, but these are the ones that come to mind.
