Well, you don't expect them to think of those things, now do you <g> Green areas would make too much sense.

That (sewer plants flooding) kinda reminds me of NOLA and generators being in the basements. Do those engineers who get paid the BIG bucks never think of these things in advance? Shouldn't sewer plants be put up above the flood plain?

It does if the storm sewers can't handle the overflow, which is common
in years with heavy rain, and the water treatment plants flood.
Flooding is directly related to paving over everything in sight:
instead of soaking into the ground and into any aquifers, the water
runs off much more quickly.
