Ah, but that is where you are wrong. The answers are simple but folks don't want to look reality in the face! The problem in this state is that the folks in Sac have begun to think like sheople. I can par the budget down with a few quick swipes of the pen and bring it back into line without loosing any "services." Does any state need NINETY commissions with 10 to 20 people on them that get $100,000+ year to meet four times a year? Plus per diem? Zap, and we've gotten rid of over $100,000,000. Which won't happen cause it might make Schwartzenazi's campaign manager unhappy since he invented every single of one of them right before he left office.

Zap the state only funded road projects that are bid outside. Why in the world they are bid to begin with is beyond me when the state owns all the equipment AND has employees with the skills to do the roads IN HOUSE. Instant savings and saves a billion or so.

Par down CalTrans to a reasonable amount of people AND a reasonable wage ($35/hr to flag cars don't cut it!).

Change all state employees to alternating 4/10s. And get rid of the ridiculous number of paid holidays AND sick time. It has been shown that alternating 4/10s cuts absenteeism down to almost zip! And for those that don't know what alternating 4/10s is, you work 10 hr/day Monday-Thursday one week and the next week 10 hr/days Tuesday-Friday followed by Monday-Thursday, etc.. Every other week you have 4 days off. That gives your employees plenty of elbow room to set up their doctor appointments, dentist appointments, school conferences, etc., etc., etc. without using sick leave or vacation days or simply calling in or no showing. That would also allow for state offices to be open hours that would allow regular working folks to access their services!

The city I worked for never borrowed a cent for decades. The city manager was a whiz and that's the way he liked it. It was the only city in the state that did this and the city didn't suffer for it. Now that city manager is gone and the city is just like any other city, borrowing like crazy. It can be done IF folks work at it!

Lynda; if I am completely honest with myself, I , like you, think in the long run we 'could probably' be much better off with a complete collapse of the current finacial system. But, I'm almost your age, and I have family and friends that I do not choose to see suffer. I am not in a position to help them more than a bit.

And, the reason I modified with 'could probably' is because the same stinking b*stards (or their sons and daughters) could very well be running the 'new' order of things. There is nothing wrong with using credit; I have had access to more credit than I could use most of my life. A eprson just needs to be smart with its use. The problem is when credit is extended to those with no means or no-how to use , profit, and repay; and then the d*mn goverment comes in, and changes the rules for everyone.

You live in an important state that is beyond insolvent. California was once like Eden must have been dreamt. You want your fellow Californians to pay with cash? How? What cash? The answers just are not simple..........
