I just used mutt to send off a mail with an attached zip file of some tiffs (I scanned some illegible Russian pages to send to a real Russian for help). It worked perfectly except I could not figure out how to send the mail that is _outbox after writing it offline. Maybe just go into mutt and type y for send? Anyway, the first message got sent when I sent the second one online.

My trusty DOS mail program (won't mention its name as I like it anyway) got stuck on the first page of two different zip files, made with DOS or linux zip programs. THe DOS file was slightly smaller. I tried zipping the tiff files directly to get about 700K and then made gifs of the tiff files and zipped those and they came out about 430K. I wonder why.

The attachments were sent as application/octet-stream, base64 (or 'mime').
I can send anything as a .zip file even if the files in the zip file are not recognized by mutt (such as .wav or ppm) and this also makes sure that the file is not corrupted at the other end (zip checks for this somehow).

Anyway, many thanks for mutt, Christoff. It has already helped me to send Russian (but not in the way you were envisioning). I have a lot of reading to do in order to understand the fine points.

I will give ppp serial connection another try later. When it worked I had telnetted from BL3 to BL2. When it did not work it was BL2 to BL2. Probably not relevant but has anyone used BL2 to telnet via serial connection and ppp?
