Well, I found the answer to this online ... finally. Thought I'd share
it in case anyone else was interested.

Yes, when transplanting tomatillo plants into the garden, tomatillos can
be 'buried' so long as 4" or more of the plant remains above soil level.

--deeper than where the soil was in the pot, with part of the stem
