Drew, my simplistic treatment of this might come from the time I've spent
here in the backwater with only the reality of Nature as a moderator. That
is, if I plant a turnip seed, I get a turnip.

Opponents of health care reform are saying that Canadian doctors work for
the Canadian federal government. That is either true or it is a fabrication.
Turns out it is a fabrication. Now, it doesn't matter who said it, what
their bias is, what their agenda is, what their political affiliantion is
.... eigher doctors in Canada are emplyees of the government or they are not
... much like a trunip seed produces a turnip or it produces something else.

If the Canadians in line with you think that their doctors are government
employees, they are sadly misinformed, or else idiots.

And this it is with almost everything I've heard about the Canadian health
care system, not whether it is good or bad, but rather simple seed-to-turnip
quesitons like who owns and runs the hospitals, % of GDP paid for medical
services. I've heard pundits say with a straigh face that in Canada if you
want any medical service, a government board reviews the request and accepts
or rejects it. Turns out, no such board or government review or reviewer
even exists.
