Generally on the desktop I get 19.9, but I'm sure that's a limitation imposed by my modem. For some reason modems are fair game for the phone company; I swear they have some way to kill the things.....

The reason I think it's partly the modem is that I used to get up around 30 or so pretty consistently when I was using my work computer.
The only time I really find it an actual hindrance (as opposed to a PITA) is when I need to d/l a book with illustrations that some publisher is bent on sending me something big on their time---then it's problematic. Usually I can go into town to the library where there is a dandy good connection (one good thing about Maine; for many years now even small libraries have been required to have a good connection and X number of public-use computers, based on the number of people they serve, or of course can take own laptop) and d/l files from whatever repository it's in. That's pretty fast and easy: it's just that I resist going to town because I'm a stick-in-the-mud.
