I will try halt instead, perhaps copied from BL2, maybe a script something like:
umount -a
swapoff -a (swapoff /dev/hda3?)
halt -d 1 (since shutdown won't work)

In /etc/rc I changed the swapon line (designed for DOS loop BL) to
swapon /dev/hda3

Could this be done more automatically during install to hd by some script asking which partition is swap? I had not had the swap partition swapped on until now. (Not that you need it for BL with 96MB RAM and links2).

I wrote a script 'stop' as above but changed to:

swapoff /dev/hda3 (swapon or swapoff -a only do swap files)
halt -d (the only option for busybox halt - 'don't write to log file').

The swap file is unlikely to get used, with 96MB RAM. What happens if it is in use and not unmounted before powering off?

Does halt do all this anyway? I got no message about turning off or unmounting anything when I ran the 'stop' script instead of just halt.

Man page seems to say halt runs poweroff or shutdown. Shutdown unmounts things that were mounted by the kernel but not additional devices mounted after booting. umount -a is probably not necessary here since the user will never mount anything.

Once the snow melts, we can bike over and make changes to this computer to undo adduser (no need to type root) and boot into X directly.

I put in the menu 'exit linux, hold power button 5 seconds' on the line with 'stop' script. We keep thinking it is off when it is suspended.
