I downloaded and unpacked it, but I don't know how to make it work.
For a package that is this large and complex, wouldn't it be better to
start with a large distribution and gradually remove unnecessary
packages from the working setup?

He tried that, but the large distribution was too large for his laptop computer and he does not have a spare partition on his desktop computer, therefore installed Cygwin. He is trying to make that work, but would still prefer to eventually install to laptop. I suggested BL3 on laptop. He wants to try BL3 on the desktop, under qemu, and if he could set up IRAF that way it would be useful. He said it took several tries to get it working under Cygwin and they have some trial setup with help.

What additional packages would be helpful to add to BL3 to use the older IRAF for SW4.0?
