I thought I did get it to compile, but it was several months ago.
IIRC the main problem was that compiling it statically made the
package very large.

I may try compiling uclibc-dynamic netpbm to put onto the camera in a DOS partition (not as image file) for use with your 1-floppy USB BL.
And I can add a larger uclibc-dynamic busybox.

Is anyone else interested in confirming that my usbcam BL3 image file
cannot be mounted and used from a memory card in USB storage device such
as card reader or camera or memory stick, chrooting to the mounted linux?

I copied it to my memory card, gunzipped and chrooted into it.
It seems to work fine. I still think that something is wrong with
your card, your drivers, or the way you copied the file over.

I used a new Compact Flash card but we also have two other formats now. What format card do you have?

I already tried both *hci drivers, three computers, a card reader and a camera to read the card.

How did you copy the file? I think I mounted the card and used cp to copy the image file to it in a /linux directory.
