/dev/hda1/bl3 is meaningless. /dev/hda1 is
a device. It is not part of a directory tree.

Sure, you can put a filesystem on a single file
(that's what fs.img is). But you can't take a
section of an existing filesystem and reformat
it with a different filesystem.

Before doing BL2 I produced a minimal SW81 for old
PCs. It was available for download for a few months
but was soon overtaken by BL2 (and deleted). You
might find an old copy floating around somewhere.
