Apparently each new vote will require a new "node" which I believe is OK. I don't know if it's OK that people can see the results after they vote (probably not) so I'd be willing to customize this behavior.
What else can I do to make this a reality?

We'd need to add a 'Developer' Role in Drupal and add all developers
to that Role as well as maintaining that list, in addition to the
other lists of developers we have. Granted, after the initial setup it
would take less work to conduct a vote. ;) I'd be okay with this if
someone would like to volunteer to help Jason (unless he wants to do
it himself ;)).
