Additionally, I'd propose using a Drupal plug-in (if available, or some
re-purposed polls plug-in) and giving developers access to an online
voting form. This process would be much easier to manage than email
(e.g. my vote wouldn't have been lost because of the email being
apparently lost in transit), and would be authenticated by Drupal.

We'd need to add a 'Developer' Role in Drupal and add all developers
to that Role as well as maintaining that list, in addition to the
other lists of developers we have. Granted, after the initial setup it
would take less work to conduct a vote. ;) I'd be okay with this if
someone would like to volunteer to help Jason (unless he wants to do
it himself ;)).
