This Mailman list software does not offer adding ocation when you
subscribe, only real name and it does not require that.
I can add all sorts of membership requirements by hacking the subscription
process html so that they know when requesting to be added to the list
roster.
There is no way I can force that because the software only requires valid
email id. I gave up long ago trying to enforce subscription requirements
that went beyond what the software uses. I just subbed anyone with a
reasonable email id who asked to join whether they provided a real name or
not.. Subscriptions were never automatic as I have to approve every request.

I can hack in text somewhere appropriate a request that they email me
privately stating their wish to join the list who they are, where they are,
how they are involved with permaculture and why they want to join the list
and also that they sent a post to the list subscribers with the same
information they sent me or be forthwith unsubbed; resubbed if they follow
through with list membership requirements. This is really how it should be
done and is not a lot of extra work for me. It would be worth the trouble.
Should I set this up and use it asap? Yes? No?

Geting this accomplished after the fact would be nearly impossible. I could
always ask people who are already subscribed to introduce themselves to
everyone in the list. Lets at least do that. So, go for it. I could also
make that a requirement for continued subscription to the list, i.e. no
intro within the span of a week, you get unsubbed forthwith. All this
business about anonymous accounts and anonymous postings is not going to
happen here. I attempted to discern ID's that might represent accounts that
were super cryptic for people who were probably only going to lurk and
purged a bunch of them. Oh yes, and providing a real name is a big issue
with many of those types, just meaningless email id.

Shall we do this: ask everyone to post who they are with real name, what
their interest in permaculture is and where they live and work (limited
information about this part to protect privacy).

Maybe we could say that if your privacy is so important to you that you can
not follow through with this request then you are in the wrong place and
should find a different forum. I am sure facebook, twitter and many other
social media sites will gladly accomodate them.

What changes, if any, shall I make regarding new subscriptions and existing
ones.
