ICS has been mandated by regulation or statute for many years. The
difference is that SAR as a separate function is not a federally funded
function. Until 2006 only fire and LEO were eligible for federal assistance
on a regular basis. This year added independent EMS organizations. In this
region (SE PA) the fire people get FIRES and SAFER, the cops get NIJ
programs and there is anti-terror money to buy HazMat stuff, hospital decon
units, and radios. The bomb squad also got some neat toys. The county sent 2
800MHz portables, a 4-gas monitor, and a helicopter kit to each VFC.

There are no federally funded wilderness searches, except in federal parks.
The certs mean you know how to play nice. The CA FIRES model which is used
for ICS around the country was built to manage the wildland fires CA seems
to always be having, not a police problem. And it is based on the military
chain of command and span of command practices. The US Fire Administration
is part of FEMA and writes the fire command courses.
