No. At least, not for MSAR.

FEMA certification is not only useful but necessary if federal funding is expected to continue to that jurisdiction. See the thread on NIMS compliance.

All incidents are supposed to be using ICS nationwide, including SAR, and SAR needs to be prepared to expand into a multi-agency, multi-jurisdiction widespread SAR using ICS / NIMS. Also, SAR / MSAR has potential to be called as a resource during a disaster.
