FEMA requires that you (individually) know about the National Response Plan
and the National Incident Management System. On line courses are available,
free from FEMA. ICS100, 200, 700 are the numbers, www.fema.gov.

Mutual aid is a contract between your organization and the other
organization that essentially states that if they call you, or you call
them, they will come to your incident ready to assist you. You may add
conditions, like it must be activated by the EMA, ICS will be used, you will
notify each other if you are going to be unavailable or if either of you is
out on a mission you will tell the other, just in case. There are letters
and notices, dispatch practices in the doc file.
