I believe it's kelp. Lots of gardeners swear by it: you
spray it on the leaves.

I'm not sure if it does anything or not (although I use it)
because I haven't done a trial (one pepper with kelp, one
without, for example).

AFAIK, it is not a substitute for fertilizer, but an
addition to it.
