Propane is way too expensive AND the cost of propane anything is double to
triple the cost of the plain old electric. You can get propane fridges and
freezers from most propane suppliers.
If the cost of running them is the main criteria AND you don't mind doing
the ice removal every so often, go with an Energy Star that isn't frost
free. Second is an Energy Star that is frost free and last on your list
will be propane.
A chest freezer is best for bagged items or double wrapped meat. An upright
does everything but is better for things like made ahead meals, etc. since
you don't want them knocked around of stuff piled on top of them
Oh, also, a lot of the new ones have an alarm on them that will go off if
they aren't cold enough and some have an alarm if they are unplugged or the
power goes out.

At 1.8-2.5 gallons of propane a week, this is far more efficient than my
old Servel. http://solardyne.stores.yahoo.net/fros240propf.html
I knew about the RV stuff, but figured they might be too small.
