The feature I was particularly looking for is creating an image
from text.

As I sad I can't really help with the BDF fonts. But what about GS do
you have that in DOS? That is the way I do it for my book and I
describe how I convert from text to image here.

GS have a lot of fonts (the gsfonts)

Maybe you want something simpler, but I just want to say that i think
PostScript can be quite simple if you just want a few lines of text.
As simple as learning the functionality of a netpbm tool. But then
again I find my self making text with pbmtext instead of PostScript
when ever possible so in some way it must feel simpler to me to to use
netpbm.
