How do you post files with the busybox httpd?

You mean uploading files to the computer running httpd?
I don't think that can be done with the version of httpd
in BL3. However, you may be able to compile a recent
version of busybox to do that.

A recent httpd in busybox?

I suppose you could run netcat in BL3 to accept and
store files (like "receive" does). But I have no idea
how how you would send files from Windows.

Cheers,
Steven
