I use an ftp server on both of my Linux machines so that my wife (Windows
only) can access files I put into her /home/wife directory.

It is pure-ftpd, and the same version runs in BL2, BL3, Slakware 9.1, and
Slackware 10.1.
When we have files to transfer backwards or forwards, I invoke the ftp
server:
pure-ftpd &

and give her my current IP.

She then logs into her user account on my Linux machine with a Windows ftp
client, downloads (and uploads if she is sending me files), then logs out.

I close the server: killall pure-ftpd

Simple, no problem. The pureftpd.tgz is on my website at:
http://www.ausreg.com/bl/bl3

Regards,
Ron
