I have attached the changelog.
I found 'fix for double-dial problem'

Ifrequently have to dial twice before it even attempts to connect,
then sometimes it does not succeed, and I dial a third time.


Some of the updates, at least in later versions, were for newer kernels.
2.3.11 obviously works with 2.2.16 (BL2 and BL3 kernel).
I might as an experiment try booting Bl3 wtih BL2 kernel and see if pppd works better, but it is intermittent to start with.

first thing that impressed me about it.

The pppd in BL2 is version 2.3.11

Perhaps you would like to look in the pppd changelog
to see if anything happened between 2.3.7 and 2.3.11
that might affect your situation.
