Steven and I are having an ongoing disagreement about whether is it best
to install an entire package or just the file that you want out of it.
I have had no problems when I install just the needed file, to the
location indicated by its location in the package (in your case
/usr/lib/).

This saves putting 2M of files on your hard drive in order to get 133K of
needed file. I don't think you have much to lose (just a bit of time) by
first trying just that one file.

If you need other files in elflibs.tgz you can add those later.
