Not really--the "code" components just require a commit. That could be
fixing a one-letter typo in a description and it would still be a commit.
It could, frankly, be adding a blank line to a file. The spirit there is
clearly that they thought about the project enough to ping it vs. ignoring
it entirely. The bar for leads is higher, hence the vote requirement that
requires them to have some view of what's going on month to month.

Keeping the low "commit once" bar relative to tome should just mean they
made any kind of edit to our documentation/web content, whether they had
access to apply it themselves or not.
