Of course not ftp server but some "peer-to-peer" server (bittorrent, mldonkey, dc++, kazza).

So are you talking about adding more fallback urls?

Not fallback urls.
New protocol, not only ftp or http, something like bittorrent://.

Also, you could download a large file in parts from different servers,
using all your available bandwidth for a change.

Something like Source Mage GNU/Linux Distributed File System (SMGLDFS). :-)
