In any case, threads and filtering give me the same functionality that
you attribute to a wiki, hence I can't see the appeal.

If the discussion - a linear thing for most humans - is to be spread
up and down throughout a page or two on the wiki - then that's
where it'll be.
How about constraining rambling discussion, controversy and contrasting options using the list, but always returning to the wiki to draft a meaninful synthesis. To be dynamic, THE PLAN that we work off of should be brief and to the point so that we continue to reference it (like a mind map or a gant chart). The wiki, and in particular THE PLAN is just the essential outcome of a wide ranging dialog. That dialog shouldn't necessarily be memorialized on wiki pages, only the outcome/synthesis of the dialog needs be memorialized.
