My question with youth being deployed in the field is related to their
maturity. Are they ready to make tough decisions that could mean life or
death for themselves or someone else? I think programs that give them
training and education to prepare them for programs when they are older are
wonderful, even letting them help in supervised controlled situations.

There are many questions to be addressed. When we give them the skills, do
they know when it is appropriate to use them in their everyday lives? The
instance I mentioned before happened while we were on vacation. We were
going to the beach to fly kites with our son and walked up on the emergency
with no equipment or support. Dale had to decide to wait on backup before he
went after the third person because the victim was already under and the
risk of Dale's death was greater than the chance of recovery for the victim.
If they happen on a scene are they able to decide that the risk is too great
when someone else's life is in danger? Are they better with the training
because they would probably try to help, even without it? There are many
questions; I'm looking forward to the opinions of some of the more
experienced members.
