I have been thinking about this, but not getting far. What
leader/management level issues are specific to MSAR? Most
that I can think of would apply at the planning stage of a
mission. Eg, can I give an MSAR team a 24-hour assignment?
The team needs to be skilled and equipped for this, *and*
there needs to be water available in the field (ie, not at
base camp).

Thinking in the context of ICS, I do see a need for some
kind of training at the level of section chief. Would that
be a technical specialist in the Planning section? (For
those not familiar with Incident Command System, there's a
diagram on http://www.dps.nm.org/sar/incid_org.htm.)
