I think it's funny that in NC, you can have dry counties but yet
incorporated cities within the counties can sell alcohol. For example,
Swain County in western NC is apparently completely dry (no alcohol
sales at all in the county), yet the full complement of beer and wine is
available in Bryson City. So the drunks just have to drive farther to
get refills -- now that's safe, isn't it?
