AFAIK, the exact definition of dry is left up to the county. There are
some counties that don't have an ABC store and don't allow sales anywhere;
some that restrict sales to stores, but not restaurants; some that allow
bars and restaurants to sell beer or wine but no mixed drinks.

I believe McDowell county (or whichever county is just north of Buncombe,
Asheville's county) is an example of the first kind (no sales anywhere
within county limits). I'm not sure I have personal experience with an
example of the second. Boone is an example of the third; if you want a
mixed drink you can buy the ingredients and mix it at home, or you can
drive to Blowing Rock. And I'm not sure if Boone's policy is a Watauga
County policy or a City of Boone policy.
