The handling was far from what anyone would have expected. The official
outcome was this: After an official enquiry he was awarded (by George
H. Bush in 1990) the Legion of Merit award for "exceptionally
meritorious conduct in the performance of an outstanding service".


Here is a full account of what happened...I don't know how accurate it
is, but it makes for some good reading.
