I'm all in favor of higher education, but I wonder if the DC guys took a
look at what widespread scholarships have done to Florida's postsecondary
education institutions. Aside from nearly bankrupting state universities,
community college scholarships quickly lead to lowered course outcomes.
This effect is so clear, I suspect it has been taken into consideration. I
firmly believe that this scholarship plan will, within 10 years, create a
two-tier education system. A K-14 for one set of Americans and a K-16+ for
another. Of course, it won't really be K-14, but pre pre K. Furthermore, I
will be surprised if mandatory testing does not route children into one or
the other track before they reach high school.

Our education system is in a real mess and is primed for just such a major
overhaul.
