I had that same vision when I heard about the water difficulties last year. I found a big difference in the amount of remaining water depending on who's numbers looked at (The Army COE or the media). The media numbers were a lot more exciting as were the videos of dry docks in the lakes.
31 inches of rain is a lot in some places but just 'around' half of what Atlanta is used to. With 31" I was no longer thinking about millions of displaced people hitting the roads looking for drinking water.
