So when I don't see compost piles on "organic" farms, and it is suggested
that they direct compost or sheet compost, then at some point the entire farm is under a 3' layer of organic material. Unlikely I'm thinking.

Impossible, I'm thinking. But don't make the mistake of thinking that the only way of growing crops organically--without chemical fertilizers, pesticides or herbicides--can only be done with compost.

And what you are describing is mulch, not compost.
