Dairy farms in CA have underground tanks for what they spray down in the milking barns. The "organic" dairies truck this liquid to "organic" farms and it is sprayed on fields as a fertilizer.

Impossible, I'm thinking. But don't make the mistake of thinking that
the only way of growing crops organically--without chemical
fertilizers, pesticides or herbicides--can only be done with compost.

And what you are describing is mulch, not compost.
