George, if Heb. can be dated to the 2nd Jewish Revolt under Bar Kochba (132 - 135 CE), why does the writer or at least the writing  presuppose  that the Temple and its service is still functioning which would place it in a pre-70 CE period? Would not such a monumental and tragic event as the destruction of the 2nd Temple be evident or at least discernable within Heb.?

It does not presuppose that the Temple was functioning.  Precisely the opposite -- it presupposes that it is not in existence.  If you refer to the instructions regarding the constuction of the tabernacle in the wilderness and the pattern which was shown to Moses, they preceded the construction of the tabernacle itself.  Likewise, the vision / transportation of Ezekiel with the measuring of the temple only took place after the destruction of the temple -- not while it was yet functioning.
