I take Rom. 3:19 to be saying the law consigns Israel under sin-

whatever the law says, it says to those who are under the law

-just like the rest of mankind. It's an argument against Israel have
special status and not an argument that each person ever created is
consigned to sin. Though that is true also I think.

If the world is already consigned to sin, then how is Israel further
consigned to sin by
the Law?

Isn't the Law given in order to highlight the measure of sin? It is
given to Israel in
order that the whole world might be held accountable (Rom 3:19). This
comes about via the
priesthood of Israel to the nations which is a mark of its covenant with
God. The Law both
reflects the standard of God as well as the sinfulness of Israel (and
hence the entire
world).
