If the world is already consigned to sin, then how is Israel further
consigned to sin by
the Law?

Isn't the Law given in order to highlight the measure of sin? It is given to
Israel in
order that the whole world might be held accountable (Rom 3:19). This comes
about via the
priesthood of Israel to the nations which is a mark of its covenant with God.
The Law both
reflects the standard of God as well as the sinfulness of Israel (and hence
the entire
world).
