It's true that having access to (e.g.) structured editable files for
sound or graphics files would best satisfy the spirit of the GPL, but
existing GPL licensed software doesn't always include that kind of
resource.
What's being proposed is one way compatibility, so this is less of a
problem. People won't be able to distribute GPL software adaptations
under BY-SA and not give users the source code on request.
I guess if someone really wanted to troll they could give one other
person a binary only version of a piece of software they had written
under BY-SA then that person could release that binary under the GPL.
I think that's unlikely.
Or they could flatten (e.g.) an editable Blender file to an
unstructured mesh file and then incorporate that into the GPL work.
That's more likely but impossible to stop, like people releasing
essentially unreadable code under the GPL e.g. nvidia's ooooold drivers.
