Should work fine on a 486. If you need a GUI don't try with 3MB RAM.

I can live without a GUI if I can run screen (or gpm as a last
resort). But how about download speeds from the internet?

All my computers have been faster than my internet connections with the exception of the 2-floppy no-hard-drive XT, which needed at least a 14.4K modem to work with one DOS mail program (or a hard drive, with neither it was too slow). I have been told broadband is not suitable for less than 266MHz. But I am trying to make it work at 100MHz (wireless).

A 486 will be faster than your serial modem connection.
