It sounds as if the modem isn't initializing properly for the conncetion
to your ISP, when you cancel the connection and retry, one of the init
strings that gets sent to halt the connection may in fact properly
initialize the modem. Check you init strings, if this is a non-software
controlled modem (ie, not a win/linmodem) then you may be able to get by
with sending an atz command directly to the modems com port during the
autoexec.bat or even the rc.M script (IIRC that's the script that brings
linux online in multiuser mode). To send the atz command, you simply echo
atz to the com port (/dev/ttys# where # is com port -1 in linux IIRC).
