It seems odd to me that no-one has noticed the parallel that is so
clear in Ben Crick's transcription of this verse:
KiY B:HaR-TsiYYoWN uWBiYRuWShaLeM
For in Mount Zion and in Jerusalem
TiH:YeH P:LeY+aH Ka'a:SheR 'aMaR YHWH
there shall be a deliverance, according as YHWH has said,
uWBaSS:RiYDiYM 'a:SheR YHWH QoRe'.
and in the surviving remnant whom YHWH is calling.
That is, the parallel between "Ka'a:SheR 'aMaR YHWH" and "'a:SheR YHWH
QoRe'". So maybe the last phrase should be translated more like "YHWH
is proclaiming this". How about this for a translation:
For there will be deliverance in Mount Zion and Jerusalem, as the LORD
has said, and also among the survivors - the LORD is proclaiming this.
