I think what was meant possibly was the idea that that could happen in our
culture. That was clearly science fiction. Very few people were willing to
entertain the idea that US society and economy could collapse. People were
ostracized for suggesting such (I experienced this myself).  There is more
receptivity now, to the idea, and more desire to do something about it from
people.

I do not agree. MAny sciemce fiction deals with scenarios after the 
collaps - e.g. "Mad MAx" with Mel Gibson, which is now more than 30 
years old, was actually a blockbuster.
