It must vary from county to county, because here in Chester County, PA, we
DO have folks selling meat, dairy and eggs out of a cooler at our Farmers'
Market. The meat is frozen, but it's still in a cooler packed with ice.

In PA, the county extension agents are supposed to be helping with farmers'
markets -- sometimes, the counties "pool" the resource by having one
"Marketing Agent" for several counties.

I can't remember where exactly Tioga is, but I'd be hitting on the
successful market organizers both around Pittsburgh and Philadelphia for
ideas and resources -- especially if you've got "unusual code" requirements
-- sometimes, the "light of day" and hearing what's going on in other parts
of the state can shake things loose. . .
